Date: February 6, 2024

To: The Honorable Lake County Board of Supervisors

From: Crystal Markytan, Director, Social Services

Subject: Approve First Amendment to Master Contract between County of Lake and Qualified Contractors in amounts up to $100,000, and authorize the Chair to sign.

Executive Summary:
This First Amendment to the Master Contract for Out-of-County Wraparound Services changes the compensation section to allow LCDSS to make agreements with qualified contractors up to $100,000. Previously, the Master Contract had only allowed agreements between $25,000 and $100,000 dollars due to an internal miscommunication. This original language places an undue restriction on the compensation limits and therefore restricts the utility of the Master Contract because the CWS Division cannot always predict Contractor compensation ahead of time. Under current purchasing guidelines, contracts under $25,000 do not need Board approval, however, it was the intention of this Master Contract to include all agreements with out-of-county facilities for wraparound placements. Therefore, we request a change to the compensation range, to ensure the Master Contract can function as intended.
