Subject: Report of Summary Abatement Action Taken for a Removal of One Recreational Vehicle on Hwy 20, Clearlake Oaks (Registered Owner: Brett Hill, Jr.)
Executive Summary: Pursuant to Lake County Code Chapter 5, Article IX, Section 42.2, the Community Development Director shall provide a report to the Board of Supervisors at the next scheduled meeting explaining the emergency conditions that necessitated the summary abatement.
On February 2, 2024, Lake County Environmental Health (EH) informed Lake County Code Enforcement (LCCE) that an immediate health issue existed in the form of recreational vehicle that was leaking raw sewage on Hwy 20. LCCE and EH made a finding that an immediate threat or danger exists to the health, safety, or welfare to members of the public, in concurrence with District 3 Supervisor Crandell and County Counsel Guintivano. Code Enforcement contracted with Jones Towing to perform the summary abatement to remove recreational vehicle.
Background / Investigation:
On Monday, January 29, 2024, LCCE, while conducting proactive code enforcement as part of the Road Map Task Force Pilot Program, identified a recreational vehicle (RV) parked near Fountain Park in Clearlake Oaks. LCCE observed what appeared to be raw sewage leaking from the septic tank of the RV and a foul noxious odor emanating believed to be human waste from the RV. Due to the nature of the issues, EH was contacted for their expert assessment of the situation. EH instructed the registered owner of the RV of the steps required to correct the health and safety issues. Site photos are included as Attachment 1.
