Subject: Consideration of First Amendment to Agreement between County of Lake and PlaceWorks for Planning Services to Prepare the Lake County Climate Adaptation Plan (CAP), for an increase of one hundred eighty-six thousand dollars ($186,000), for a total amount not to exceed two million, seventy-four thousand, nine hundred fifty-four dollars ($2,074,954)

Executive Summary: The current County Local Hazard Mitigation Plan includes a task of creating Lake County's first Climate Adaptation Plan (CAP). A CAP identifies focus areas and includes problem statements based on the results of the Vulnerability Assessment to help the County develop adaptation strategies.

PlaceWorks is currently under contract for planning services for the Local Area Plans and General Plan updates. Included in that project is the Climate Vulnerability Assessment, as part of the Safety Element Update. PlaceWorks possesses the resources to add the CAP to the Scope of Work.

The funds to prepare the CAP are included in the State's Adaptation Planning Grant Program (APGP) to support several initiatives under the umbrella of the Planning for an Equitable Climate-Safe Lake Project. Preparation of the CAP will be led by the County Community Development Department in collaboration with the County Office of Climate Resiliency, the Cities of Clearlake and Lakeport, members of the Lake County Community Risk Reduction Authority, and many other agency and community partners. Included as Attachments 1 and 2, are the proposed Scope of Work and the draft First Amendment to the Contract.
