(a) Waive the formal bidding process, pursuant to Lake County Code Section 2-38.4, Cooperative Purchases, and (b) Approve the Agreement between the County of Lake Watershed Protection District and 360 Junk Removal & Hauling in an amount not to exceed $150,000 and authorize the Chair to sign the Agreement

Executive Summary:

The Lake County Watershed Protection District (District) is tasked with keeping the waters of Clear Lake free for navigation, recreation, and fisheries. As such, the District actively removes hazards from Clear Lake. While the District is currently contracted with a towing company to remove such hazards, larger and inaccessible items are difficult for current staff and contractors to abate. To address this gap in hazard removal on Clear Lake, the District desires to enter into an agreement with 360 Junk Removal & Hauling.

The County of Lake Community Development Department (CDD) issued RFQ 22-27 Abatement on June 13th 2022. After reviewing all proposals and following the County purchasing procedures, CDD selected 360 Junk Removal & Hauling and the Board approved their contract on August 30th 2022. Pursuant to County Purchasing Code 2 - 38.4 Cooperative Purchases, the District proposes to "piggyback" off of CDD's competitively awarded contract.

The District has allocated a total of $150,000 for the purpose of abatement and disposal removal. This allocation encompasses financial contributions from various sources, including both internal departmental funds and grant funds.
