Memorandum
Date: April 25, 2023
To: The Honorable Lake County Board of Supervisors
From: Rob Howe, Sheriff/Coroner
Subject: (a) Waive the formal bidding process, pursuant to Lake County Code Section 2-38.4, Cooperative Purchases; (b) Approve the purchase of four (4) 2023 Chevy Traverse vehicles; and (c) Authorize the Sheriff/Coroner or his designee to issue a purchase order not to exceed $160,000 to California Automotive Retailing Group, Inc. dba Dublin Chevrolet.
Executive Summary: The Sheriff’s Office requests your board’s approval to purchase four (4) Chevy Traverse vehicles. These vehicles are unmarked units and will be used by the Investigation Division. The Sheriff’s Office last purchased unmarked vehicles for the Investigations Division in 2015. Two of the vehicles originally purchased in 2015 have been lost, one due to an accident, and the other was transferred for use to another unit.
In May 2022, Chevrolet opened their acceptance of 2023 Chevrolet Traverse fleet sales for one day. They stopped accepting orders due to consumer demand and its inability of producing enough vehicles and therefore we were unable to place orders at that time.
In 2021 Alameda County conducted a competitive bidding process for vehicle purchases and awarded a contract for Chevrolet vehicles to California Automotive Retailing Group, Inc. dba Dublin Chevrolet that is valid through September 30, 2024. Recently we were contacted by California Automotive Retailing Group, Inc. dba Dublin Chevrolet and they are able to fulfill an order of four (4) Chevy Traverses. We request your board’s approval to waive the formal bidding process pursuant to Lake County Code Section 2-38.4, which allows the County to “piggyback” other agencies competitively awarded contracts.
The Sheriff’s Office contacted the local vendor, Matt Mazzei Chevrolet, and they were not able to order any 2023 Chevy Traverses.
The vehicles currently being used by investigators will be rotated into the Sheriff’s Office pool fleet. These vehicles are used by employees when they attend training out of the area. We are routinely sending employees to training and at times have run short of pool vehicles.
Funding is available for this purchase from Sheriff/Coroner budget 2216, object code 6272.
