Executive Summary:

 

 

Background:

 

In Fiscal Year 2021-22, Lake County Behavioral Health Services (LCBHS) entered into an agreement with the Lake County Office of Education (LCOE) to provide school-based mental health services as part of the Mental Health Student Services Act (MHSSA) grant awarded by the Mental Health Services Oversight and Accountability Commission (MHSOAC). The original agreement was executed following the award of funding and has since been amended three times to reflect programmatic and fiscal changes approved by the State.

 

Summary of Amendment No. 4:

This fourth amendment updates Exhibit B, Fiscal Provisions, to reflect the revised grant budget approved by MHSOAC for Grant Years 2 through 5. The amendment increases the total not-to-exceed amount to $2,071,896 to support continued staffing, service delivery, and sustainability planning through the end of the grant term on August 30, 2026.

 

Purchasing Ordinance Compliance:

This agreement qualifies for exemption from competitive bidding under Lake County Code of Ordinances Section 2-103.1(a)(6), which allows for the award of contracts to another governmental agency without a formal solicitation process.

 

The MHSSA grant is structured to require partnerships between county behavioral health departments and educational agencies. LCOE was named as the County’s partner in the original grant application, a designation approved by MHSOAC. The partnership was foundational to the grant award and has been continuously approved through each budget revision.

 

Given the intergovernmental nature of the agreement and the role of LCOE as the designated implementing partner, competitive procurement is not applicable. Each amendment, including this fourth amendment, reflects updated programmatic needs and does not alter the original exemption basis.
