Subject: (Sitting as the Board of Directors of Kelseyville County Waterworks District #3) Approve Agreement between the Kelseyville County Waterworks District #3 and Piazza Construction, for the Kelseyville Sewer Line Rehabilitation Project, Solicitation 272079, in the amount of $498,050 and authorize the Administrator to execute the contract
Executive Summary:
Special Districts Administration publicly opened bids for the subject project on Monday September 21, 2026. One bid was received. The bidder was Piazza Construction, Inc. of Santa Rosa, Ca. The contractor was determined to be a responsive, responsible bidder and the bid is within approved budget at $498,050. Staff recommend awarding the contract to Piazza Construction and authorizing the Administrator to execute the contract.
The scope of the project includes the following work on and in the Kelseyville System: the lining of 670 linear feet of 8” sanitary sewer main, pipe bursting of 290 linear feet of 6” sanitary sewer main, replacement of a manhole, rehabilitation of 7 manholes, replacement of 2 laterals, relocation of 1 lateral and reconnection of 6 laterals. No service interruption shall be permitted. Temporary bypass pumping will be required. The work is intended to be substantially completed within 50 working days from the commencement date of contract.
This project is Categorially Exempt according to CEQA under the exemption of existing facilities. This project is budgeted in the current budget and has sufficient funds to award the contract in the amount of $498,050.00. This project is fully funded by grant funds.
