Subject:                     Approve the Supplemental Service Agreement No. 3, in the Amount of $218,700.00, with NCE for the Design of the Nice-Lucerne Cutoff Pavement Rehabilitation and Authorize the Chair to Execute Supplemental Service Agreement No. 3

 

Executive Summary:

 

On October 26, 2021, the County of Lake (County) and NCE entered into a General Services Agreement for general engineering services, including, but not limited to, planning studies, soils studies, pavement evaluation studies, topographic surveys, engineering design, and development of plans and specifications.

 

On October 26, 2021, the County and NCE entered into Supplement Service Agreement No. 1, in the amount of $46,000.00 for the preparation of the 2022 Lake County Pavement Management Plan Update. The project is complete.

 

On September 19, 2023, the County and NCE entered into Supplemental Service Agreement No. 2, in the amount of $524,000.00 for the design of the 2024 Pavement Rehabilitation Project.  The construction contract associated with the design may be awarded on April 8, 2025.

 

The Public Works Director requested that NCE prepare a proposal for preparing the construction contract documents (plans and specifications) and estimates for the pavement rehabilitation of the portion of the Nice-Lucerne Cutoff that is west of the Rodman Slough Bridge.  NCE prepared the proposal attached to the contract.

 

The Nice-Lucerne Cutoff is one of two County-maintained arterial roads in the County. The County-maintained arterial roads, Nice-Lucerne Cutoff and Bottle Rock Road are the most traveled County-maintained roads in the County. 

 

The portion of the Nice-Lucerne Cutoff east of the Rodman Slough Bridge is in very poor to failed condition with a pavement condition index of 12

 

The portion of the Nice-Lucerne Cutoff east of the Rodman Slough Bridge should be reconstructed/rehabilitated as soon as possible.

 

Design costs will be paid from Road Maintenance and Rehabilitation Account (RMRA) (aka SB1) Funds.
