Subject:                     Consideration of the Agreement Between County of Lake and Redwood Quality Management Company, Inc. in the Amount of $1,212,019.90 for Fiscal Years 2025-2029

 

Executive Summary:

Lake County Behavioral Health Services (LCBHS) recommends approval of a four-year agreement with Redwood Quality Management Company, Inc. (RQMC) for the predevelopment phase of the Lake Behavioral Health Center (LBHC) infrastructure project. This project is a cornerstone of the County’s long-term behavioral health strategy and has been awarded funding under the State’s Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1 - Launch Ready.

Under this agreement, Opioid Settlement Funds (OSF) will serve as the local cash match required by BHCIP. The contract total of $1,212,019.90 will support property acquisition, architectural and engineering services, permitting, and project management for Phase I of the LBHC project. Phase I includes construction of a 16-bed Mental Health Rehabilitation Center (MHRC) providing ASAM 3.7 high-intensity co-occurring treatment, and a new outpatient Specialty Mental Health and Substance Use Disorder Treatment (SUDT) clinic, including access to MAT, ECM, perinatal SUD services, and walk-in support.

The proposed site at 1319 and 1329 Todd Road Extension in Lakeport will host these critical facilities and ultimately include a future Wellness and Training Center and 12-unit transitional housing program (Phase II, post-2029). These investments will expand access to local, trauma-informed, culturally responsive care and address longstanding gaps in Lake County’s behavioral health continuum.

OSF-funded activities under this agreement will be reimbursed or advanced in accordance with County purchasing policy and BHCIP match deposit requirements. RQMC will submit required documentation, including invoices, escrow paperwork, architectural certifications, and quarterly progress reports to ensure full transparency and compliance.
