Subject:  Adopt Resolution Approving the Standard Agreement #24-5020 between the County of Lake and California Department of Social Services for Resource Family Approval Program Complaint Investigations and Authorizing the Director to sign the Standard Agreement.

 

 

Executive Summary:

As per Standard Agreements 23-5010 and 23-5021, the California Department of Social Services (CDSS) provides Resource Family Approval (RFA) related services on behalf of the County of Lake.  The RFA Program helps to provide more placement opportunities for foster children and reduces the likelihood they are placed in a group home. Standard Agreement 23-5010 established responsibilities for both CDSS and the County for administration of the RFA Program and was approved by the BOS on September 14, 2023. Standard Agreement 23-5021 amended Agreement 23-5010, merging the RFA program with agency adoption services under a single Contract. The Board approved 23-5021 on October 2, 2024, along with Resolution #2024-102 authorizing the Chair’s signature.

 

Standard Agreement 24-5020 delineates complaint investigation service responsibilities between CDSS and County of Lake. Agreement 24-5020 was signed by the Social Services Director on November 21, 2024. However, CDSS is requesting a resolution signed by the County’s Board of Supervisors in addition to the Contract. This resolution approves the Contract and affirms the LCDSS Director’s authority to sign the standard agreement.

 

This agreement is exempt from competitive bidding under County Purchasing Ordinance 38.2 (3), “Services are provided by another governmental agency that is not County government or a County Agency.”
