Subject: Approval of the Lake County Housing Commission Housing Choice Voucher Program Administrative Plan for 2025 and Signing of HUD Forms HUD-50077-CR and HUD-50077-SL
Executive Summary:
On February 24, 2025, the Lake County Housing Commission held a Public Hearing to review the proposed Housing Choice Voucher Program Administrative Plan for 2025. Attendees at the Public Hearing included two members of the Resident Advisory Board, two LCHC Housing Commissioners, a member of the public, and LCHC Staff. During the 45-day public comment period that preceded this hearing, the LCHC did not receive any public comment regarding the proposed Administrative Plan. During the hearing, staff gave a presentation detailing the proposed changes to the Administrative Plan from 2024 to 2025. There were no recommended revisions to the proposed Administrative plan, and it is ready to be submitted to HUD as written.
In addition to Board approval of these Plans, the LCHC is requesting the Chair of the Board of Housing Commissioners sign the Annual Civil Rights Certification (HUD Form HUD-50077-CR) as well as the Certification by State or Local Official of PHA Plans Consistency with the Consolidated Plan or State Consolidated Plan (HUD Form HUD-50077-SL) as required by HUD each year.

Recommended Action: We respectfully request that the Board, sitting as the Board of Housing Commissioners, approve the Housing Choice Voucher Program Administrative Plan for 2025 and sign HUD Forms HUD-50077-CR and HUD-50077-SL, and authorize the Chair to sign. Once these items are approved and signed by the Board, they will be electronically submitted to HUD before the April 17, 2025, deadline.
