Subject: Consideration of Proposed Agreement between the County of Lake and PlaceWorks for Planning Services for the General Plan and Local Area Plan Updates
Executive Summary: The General Plan and Local Area Plans are community-driven, long range documents which guide all land use planning projects. Because communities change over time, these documents must be updated periodically. Lake County’s General Plan was last updated in 2008. Our eight local area plans were last updated between 1988 (Lower Lake), and 2010 (Middletown). Updating these plans is an intensive process, but vital in order to assure planning and development decisions reflect the community’s vision for the future of our County and its communities.
The Community Development Department sent out a Request for Proposals (RFP) for the update of both the General Plan and the 8 Local Area Plans and received three responses. After consideration by the Consultant Selection Team, PlaceWorks was selected by unanimous decision, based on their expertise, their emphasis on public outreach, and their understanding of our intent to update the area plans first, and then the General Plan, in order to make sure the voice of the local communities resonates through the General Plan. Additionally, they supported our intention to make certain required reports, such as the Climate Vulnerability Analysis, and Countywide Evacuation Plan; regional documents, giving our cities tools they can use to update their own long range planning documents. The proposal is included as Attachment 1.
The timeline is ambitious, with a Kick-Off in October, and 8 area plans and the General Plan to be completed certified and adopted by the Board of Supervisors by late 2026. The total amount of the proposed agreement is not to exceed $1,888,954.00. The budget is included as Attachment 2.
Grant funds for this project have been gathered from a number of sources, including the Local Early Action Planning (LEAP) and Regional Early Action Planning (REAP) Grants, and would not be possible without the Board’s support in allotting significant funds from the American Rescue Plan Act (ARPA) grant. These funding sources are reflected in the department’s recommended budget.
Staff is eagerly anticipating launching this project and requests approval of the proposed agreement. The draft Agreement is included as Attachment 3.
