Subject:                     Approve an Amendment to the Agreement between the County of Lake and Pavement Recycling Systems, Inc. for the rehabilitation of Big Canyon Road in the Amount of $109,200 for a Total Contract Amount of $252,000, and authorize the Public Works Director to sign the Amended Agreement

 

Executive Summary: (include fiscal and staffing impact narrative):

 

In October 2019, your Board approved a contract with Pavement Recycling Systems, Inc. (PRS) for the rehabilitation of a portion of Big Canyon Road.  PRS was to utilize a specialized construction technique - cement-treatment of the subgrade - for the reclamation of the existing road, and we proposed at the time to combine those services with the staff of DPW who would place a double chip-seal over the newly reconstructed roadway.  The project was ultimately delayed in the Fall of 2019 due to inclement weather, and again in 2020 when the plant that provided the emulsions used in the chip seal process was closed due to the Covid pandemic.  When the project was scheduled for 2021, DPW staff had already begun preparations for other construction projects and we were not available to provide services.  In lieu of cancelling or postponing the project, PRS brought in a subcontractor to perform the necessary grading, compaction and shaping.  Today’s item amends the original PRS contract to include the additional work performed by the sub-contractor, and a minor increase in cost for the items of work due to the delay.  The revised costs are summarized in the attached proposal from PRS.   

 

This project is being funded with revenues generated by Senate Bill 1 (SB1) which has programmatic goals of utilizing new technologies in the maintenance and rehabilitation of local streets and roads. 

 

 

FISCAL IMPACT (Narrative): Budget Unit 3011 (Road Department) appropriated $500,000 for the reconstruction of Big Canyon Road.  The additional cost of the sub-contractor is within the overall budget, and the total project will be completed for less than the budgeted amount.

 

Recommendation
