To: The Honorable Lake County Board of Supervisors
From: Mireya G. Turner, Community Development Department Director
Shannon Walker-Smith, Deputy Community Development Administrator
Subject: Adopt Resolution Authorizing the Community Development Department to apply for the Sustainable Agricultural Lands Conservation Program (SALC) grant from the California Department of Conservation and Authorize the Chair to Sign.
Executive Summary:
The State of California is offering planning grants under the Sustainable Agricultural Lands Conservation Program grant to support projects that advance equity, sustainability, housing, and resilience. These funds are intended to help jurisdictions like Lake County develop thoughtful and impactful plans aligned with the state’s planning priorities.
Lake County intends to apply for funding to support the development of the Revitalizing Lake County Agriculture: Phase 1 project. This effort will advance local planning goals, strengthen land use policies, and align with regional and state initiatives.
To be eligible for grant funding, applicants must submit a formal, signed Resolution of Support. The resolution also commits the County to work toward the State’s Planning Priorities as described in Government Code Section 65041.1. These include promoting infill development, protecting environmental and agricultural resources, and supporting efficient development patterns.
Approval of the attached resolution will ensure the County meets all eligibility criteria and positions Lake County to secure funding for this important planning initiative and authorize Shannon Walker-Smith to act as the official representative of the County of Lake in connection with the grant application and implementation of the project
The grant requires a local match, which will be met through in-kind staff time and/or other eligible sources. All project expenditures will be reimbursed following successful invoicing to the State.
Adoption of this resolution will authorize submission of the application and allow the County to move forward with the revitalizing Lake County Agriculture: Phase 1 project planning effort in compliance with State requirements.
