Subject: Approve Agreement between the County of Lake, Kelseyville County Water Works and Lake County Sanitation District, on behalf of CSA #1 Lighting Districts, CSA #2 Spring Valley, CSA #6 Finley, CSA #13 Kono Tayee, CSA #20 Soda Bay, CSA #21 North Lakeport, Kelseyville County Water Works District #3, and Lake County Sanitation District, with Lechowicz & Tseng Municipal Consultants for Rate and Fee Study Services, award the identified task orders, and Authorize the Chair to Sign.
Executive Summary: Lake County Special Districts solicited proposals from qualified consultants to perform a variety of rate and fee study services to help assist District staff in rate/fee assignments and tasks that are needed for the District to perform at various times. This will enable staff to quickly and efficiently address needed rate and fee study services without having to go through the individual Request for Proposal and Consultant Selection process for each needed rate/fee service.
A Request for Proposals (Solicitation #251110) was advertised in the Record Bee and placed on the Special Districts website. One Firm submitted a proposal. A Consultant Selection Board (CSB) was convened in accordance with County policy and the recommendation of the CSB was to select Lechowicz & Tseng Municipal Consultants. The district is ready to move forward with Lechowicz & Tseng Municipal Consultants to be under contract for on-call services.
Attached for your consideration is an agreements for Rate and Fee Study Services with Lechowicz & Tseng Municipal Consultants. Also attached for your consideration and approval are Task Orders to be assigned for the consultant.
The following task orders need to be approved. Additional task orders will be submitted in the future under separate Board actions.
• Task Order 1 - Sewer Rate Study and Proposition 218 Assistance for LACOSAN Southeast: $41,600
• Task Order 2 - Sewer Rate Study and Proposition 218 Assistance for Lands End/South Lakeport Sewer: $19,850
• Task Order 3 - Proposition 26 User Fee Study; $21,100
