Memorandum

Date:                                          January 13, 2026

To:                                          The Honorable Brad Rasmussen, Chair, Lake County Board of Supervisors

From:                                          Susan Parker, County Administrative Officer

Stephen L. Carter, Jr., Assistant County Administrative Officer

Subject:                     Approve Amendment No. 1 to Agreement Between the County of Lake and Lake County Resource Conservation District for Services Under the Adaptation Planning Grant Program Agreement with the Governor’s Office of Planning and Research and authorize the Chair to sign

Executive Summary:

In March of 2023, your Board approved submission of an Adaptation Planning Grant Program (APGP) application to the Governor’s Office of Planning and Research (OPR) with the County of Lake as Lead Applicant. The grant was successful and our partnership was awarded $649,350.

Work under the grant will be performed as a partnership between the County of Lake, the Lake County Risk Reduction Authority JPA (RRA) and the Lake County Resource Conservation District (RCD), including the Lake County Fire Safe Council and subcontractors of the RCD.

Originally, there were two separate contracts: one between the County of Lake and the RRA; and one between the County of Lake and the RCD. This Amendment to the RCD contract will combine those two contractual obligations, as the RCD is now providing staff support for the RRA. The “Scope of Work” has not changed.

Work is ongoing to terminate the Agreement between the County and RCD.  Ratification of that termination is expected to take place at the next RRA meeting on Monday, January 26, 2026.  Staff are asking that your Board act to effectuate this Amendment today, as all documents must be executed prior to the end of January (2026), and today (January 13) is the last Regular Meeting of your Board prior to that deadline.  As previously mentioned, the Scope of Work has not changed.
