Memorandum
Date: Wednesday, September 10, 2025
To: The Honorable Lake County Board of Supervisors
From: Christopher Veach, County Librarian
Subject: Consideration of update to the Lake County Library Collection Development Policy
Executive Summary:
Attached please find the Lake County Library Collection Development Policy for consideration for approval. This policy guides staff in developing the collection and informs the public of the principles on which collection development decisions are based. Its purpose is to serve as a guide to build a diverse, balanced, and high quality collection that represents a multiplicity of viewpoints.
On February 27, 2024 your board approved the current Lake County Library Collection Development Policy. The changes before your Board today are to affirm that this policy complies with the California Freedom to Read Act (AB 1825), signed into law on September 29, 2024.
The California State Library has advised that we should add the language highlighted in the attached document to our collection development policy to positively affirm that it complies with the Freedom to Read Act. Complying with this state law by January 1, 2026 is important to continue being eligible for state funding for our library.
Thank you for your consideration of this update.
