Subject:                     Request for Board Direction regarding Size and Member Categories for the General Plan Advisory Committee

 

Executive Summary: Preparations have begun to launch “Lake County 2050”; the update to the 2008 Lake County General Plan and all eight Local Area Plans. These long range plans will be community vision driven, and the General Plan Update will take three years to complete. In order to maintain transparency and encourage community engagement, the Community Development Department intends to request at a future meeting that the Board appoint members to a General Plan Advisory Committee, made up of both stakeholders and general public.

 

The General Plan Advisory Committee (GPAC) will provide valuable community perspective for this process through the input of ideas, the review of draft and completed work, providing feedback to County staff and consultants, and by building community support for the plan they will help to create.

 

Five GPAC meetings are planned over the life of the project. The initial meeting will correspond with the Kick Off Public Meetings, with the remaining meetings connected to review of the local area plan updates, draft Safety Element, draft Environmental Impact Report (EIR), and final General Plan update review.

 

Staff and PlaceWorks, the update consultant, have compiled a list of potential categories of representation for the Board to consider. Staff welcomes input on other categories, should the Board prefer. In order to keep the meetings manageable, Staff recommends a total membership of no more than 15, with the recommended categories listed below in bold. With the Board’s direction, Staff will work with Administration to advertise the vacant positions and return to the Board at a future meeting with the collected applications for possible Board appointments. The Lake County 2050 Project Schedule is attached for context.
