Subject: Consideration of a Letter to the Board of State and Community Corrections (BSCC) Regarding Proposed Juvenile Detention Regulations
Executive Summary:
As your Board will be aware, the Board of State and Community Corrections (BSCC) is the entity charged with overseeing juvenile facilities within the State of California. As part of this oversight, they promulgate regulations referred to as Title 15 and Title 24.
Currently, changes are being proposed to the regulations that could have a dramatic effect on the ability to house juveniles detained by Lake County for criminal offenses. Proposed changes to the regulations include: limiting the number of juveniles in a room to one; changing the use of safety cells; and changing the types of health care that must be provided to the youth.
The Executive Steering Committee of the BSCC is meeting on January 26 and 27, 2026, to continue consideration of these changes.
Probation requests your Board submit a Letter of Opposition to the proposed changes.
Additionally, please consider appropriate inclusion of issues related to juvenile detention be in the County’s 2026 State Legislative Priorities.
