Subject:                     (a) Approve Letter of Endorsement for 211 Ventura County to Remain Provider of 211 Services for Lake County, and Maintain Continuous Service and Authorize the Chair to Sign; and (b) Authorize the CAO or her Designee to Submit CPUC Application Documents for 211 Service

 

Executive Summary:

As your Board will be aware, Lake County was among the cohort of unserved California Counties that implemented Disaster-Only 211 Service in partnership with Interface Children & Family Services (211 Ventura County) in 2019.  This work was funded by the State Legislature, through 2016’s SB 1212, and intended, in part, to ensure the infrastructure was in place to support 211 dialing statewide.

 

With the onset of the COVID-19 Pandemic, 211 service became continuously available in Lake County.  Staff was recently notified this continuous level of service will cease June 1, unless an application is filed with the CPUC.  The attached Letter of Support is required to accompany our application, and is the only immediately required Board action.

 

Within a given territory, 211 service can only be delivered by one provider.  Because of our association with 211 Ventura County during the SB 1212 process, and the groundwork and resource list development undertaken during that period, for example, they are able to provide this service to Lake County at a very reasonable level of cost, and there will be no disruption in service to Lake County residents.

 

This combination of factors makes applying for 211 Ventura County to continue what is functionally our existing level of service the logical next step.

 

Staff recommends your Board approve the attached Letter of Endorsement and Authorize the Chair to sign.  Additionally, we recommend your Board Authorize CAO Susan Parker or her Designee to submit appropriate CPUC application documents.  This will be done in collaboration with 211 Ventura County.
