ABATEMENT SUMMARY:
On February 12, 2017 two separate complaints were received. On May 15, 2017 a site visit was made and a Notice of Nuisance and Order to Abate (NO/OTA) was prepared and posted at 12891 Lakeview Dr. and 12911 Lakeview Dr. Clearlake Oaks, CA, and mailed, certified to the property owner of record due to open and outdoor storage of garbage, trash and debris. The NON/OTA provided Mr. Ratcliffe with 30 days to abate the property. On August 26, 2017 a new complaint was received regarding the property having no water or power. A call was made to CLO Water and PGE to confirm. On Sept. 19, 2017 a follow up site visit was made which showed the vehicles had been removed, one boat remained along with piles of junk, trash and debris. In December the fraud investigator was sent an email to look into Mr. Ratcliffe’s claim.
April 3, 2018 an email was received from J. Steele. Code Officer Freeman contacted CLO Water and spoke to Susy. She stated the water to parcel 035-172-14 is inactive but the water to 035-172-15 is active. She stated she would have one of the inspectors check to see if the water is being directed to the house.
July 31, 2018 Code Enforcement received a call stating that Lawrence Ratcliffe had passed away in the house. A phone call was placed to James Ratcliffe, September 18, 2018, the brother of the deceased. James Ratcliffe sent an email relinquishing any and all rights to possession of the property and gave the County permission to clean it and board it up. September 24, 2018 the job of clean up and board was sent out to bid.
October 1, 2018 the job was awarded to Pioneer Builders. November 28, 2018 the contract was signed and the job started.

Recommended Action
RECOMMENDED ACTION:
Staff recommends the Board of Supervisors confirm the assessment of $7,931.14 and direct staff to Record a Notice of Lien against the property. The total cost of abatement services was $7,500.00. The administrative costs on this case amounted to $431.14.

I move that the assessment of $7,931.14 for nuisance abatement on property located at 12911 & 12891 Lakeview Dr. Clearlake Oaks, CA, also known as Assessor’s Parcel Number 035-172-14 & 035-172-15, and owned by Lawrence Ratcliffe be confirmed and the Enforcement Official be directed to prepare and have recorded in the office of the Lake County Recorder, a Notice of Lien in the amount of $7,931.14 pursuant to Lake County Ordinance Code Chapter 13, Section 13-43.
