Memorandum

Date:                                          April 15, 2025

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Glen March, Public Works Director

Subject:                                          Adopt Resolution Authorizing and Directing the Chair of the Board of Supervisors to Execute Annual Federal Apportionment Exchange Program and State Match Program Agreements with the State of California, Department of Transportation, Agreement No. X25-5914(137)

Executive Summary:

On March 21, 2025, the California Department of Transportation (Caltrans) notified the County of the opportunity to participate in the Optional Federal Exchange and State Match Program for FFY 2024/2025. The exchange amount is based on the County’s estimated FFY 2025 apportionments.

On an annual basis, the County has exchanged the Federal transportation funds for unrestricted State dollars which provide greater flexibility on the type and location of projects to be funded. The County continues to meet the criteria to exchange the 2024/2025 apportionments.

Caltrans has forwarded the Federal Apportionment Exchange and State Match Program Agreement for the County of Lake, which allows for the exchange of these funds.

The California Department of Transportation (Caltrans) requires the Board of Supervisors to adopt a resolution authorizing who may sign the agreement for the County.
