Subject: Update regarding Public Guardian conservatee “BB” placement
Executive Summary:
On October 17, 2024, we brought to your board a request for patch payment for Public Guardian conservatee, “BB”, from general funds in the amount of $30,000, which your board approved.
On November 1, 2024, BB was placed in Nazareth Classic Care, a private pay facility, using these funds while we continue to seek a facility that will accept BB and Medi-Cal payment. Nazareth Classic Care was the only facility that would accept BB at the time. $30,000 is sufficient to cover six (6) months of placement at $5,000 per month at Nazareth Classic Care.
Your board requested quarterly updates on our progress to move BB to a Medi-Cal covered facility. We continue to seek placement for BB. BB has been doing well in his current placement at Nazareth Classic Care, and his immediate medical issues have been addressed, both of which should make his placement in a Medi-Cal covered facility easier. We hope to have him placed by May 1, 2025, or sooner. Unless BB is placed sooner, we plan to bring our next update to your board in early April 2025.
For background purposes:
On October 17, 2024, BB was being held in Lake County Jail, had served his sentence, and was ready for release. BB is conserved, and unable to live independently given his medical condition, even with IHSS support. BB is a 290 registered sex offender. Although BB is enrolled in Medi-Cal, facilities that take Medi-Cal were unwilling to take BB directly from jail due to the nature of his conviction. The Public Guardian located a private-pay facility, Nazareth Classic Care, able to provide appropriate care and support for BB’s unique needs and willing to accept BB directly from jail. Nazareth Classic Care does not accept Medi-Cal or Medicare.
The Public Guardian is operated with general funds. Social Services does not receive any state or federal funds to operate conservatorship. BB does not have any money in an estate or income to cover the cost of his placement in Nazareth Classic Care.
While we cannot predict how long it will take us to place BB in a facility that accepts Medi-Cal, our goal is to place him within 6 months of his placement at Nazareth Classic Care. The likelihood of BB being accepted into a Medi-Cal covered facility increases the longer he is out of jail.
