Subject: Consideration of a Report from the Lake County Regional Housing Trust Fund (LCRHTF) on a Contract Award to Rural Communities Housing Development Corporation (RCHDC) for the LCRHTF Homeownership Opportunity Program in the Amount of $1,250,000.00
Executive Summary:
The Lake County Regional Housing Trust Fund (LCRHTF) was created December 2024 through a collaborative effort between County of Lake, the City of Lakeport, and the City of Clearlake.
The purpose of the LCRHTF is “to promote thriving, sustainable communities in Lake County, CA including the incorporated Cities by providing flexible financing for the development and preservation of housing that meets a range of income levels and fosters environmental responsibility, economic growth, and a high quality of life for all residents while preserving the rural characteristics of Lake County.
On August 5, 2026, the LCRHTF Board of Trustees, pursuant to the LCRHTF Administrative Guidelines, awarded Rural Communities Housing Development Corporation (RCHDC) the NOFO 27-001/ RFP 272070 in the amount of $1,250,000.00 for the Homeownership Opportunity Program. The contract will be signed, pursuant to the LCRHTF’s Administrative Guidelines, by the designated signatories for the LCRHTF, the County Administrative Officer, Susan Parker and the Lakeport City Manager, Kevin Ingram.
The Homeownership Opportunity Program focuses on creating ten new single-family homes, for residents earning up to 80% AMI. This project will be using the infill development strategy and allows for much needed workforce housing.
The guiding documents for the policy and administrative decisions by the LCRHTF Administrative board are based on the Lake County Housing and Action Implementation Plan (HAIP), the Lake County Regional Housing Needs Assessment, the County of Lake Housing Element, the Lakeport Housing Element, the Clearlake Housing Element and the LCRHTF Administrative Guidelines.
HAIP Goals that support the Homeownership Opportunity Program:
HAIP: Goal 1 “Create housing for all economic levels and build a variety of housing types.”
HAIP Goal 1; Strategy 5: “Create housing to serve Lake County’s workforce.”
HAIP Goal 2: “Encourage and facilitate Infill Development Strategy.”
HAIP Goal 2; Strategy 2.1: “focus the siting and design of new homes on infill in fire-safe areas.”
HAIP Goal 2; Strategy 2.2: “Build homes in areas with access to infrastructure, resources, and transportation networks that are walkable and bikeable.”
The LCRHTF is excited to bring new housing units to Lake County and appreciates the support from your Board as we endeavor to improve housing in Lake County!
