Memorandum

Date:                                          May 23, 2023

To:                                          The Honorable Jessica Pyska, Chair, Lake County Board of Supervisors

From:                                          Scott Harter, Special Districts Administrator

Jesus Salmeron, Special Districts Deputy Administrator- Fiscal

Subject:                     (Sitting as the Lake County Sanitation District Board of Directors) (a) Waive the competitive bidding process, pursuant to Lake County Code Section 2-38.2, based on the unique nature of the goods; (b) Authorize Special Districts Administrator/Assistant Purchasing Agent to issue a purchase order not to exceed $500,000.00 to Eddy Pump Corporation for the purchase of a 4-inch Sewer Pond Dredge Sled.

Executive Summary:

The adopted FY 22/23 budget for Lake County Sanitation- SE Regional includes a Capital Asset appropriation for a 4-inch Sewer Pond Dredge Sled.

The 4-inch Dredge Sled will allow the sludge dredging of the treatment ponds to be performed by in-house labor in place of hiring an outside vendor to do the work.

Our staff contacted four vendors to obtain quotes, however Eddy Dredge was the only vendor who provided a product that fit the size of our sewer ponds which will allow the work to be accomplished. The equipment suggested by the other vendors were too large for the size of our facility. No other comparable products to the Eddie Dredge Sled were found to be available.

Staff respectfully requests your Board approve the purchase order for a 4-inch Sewer Pond Dredge Sled from Eddy Pump Corporation.
