Memorandum

Date:                                           December 9, 2025

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Robin Borre, Special Districts Administrator

Subject:                     Accept the Easement Modification Agreement for the Overhead Utilities from the Pacific Gas and Electric Company and Authorize the Clerk of The Board to record a Certificate of Acceptance.

Executive Summary: Since 2018, PG&E has installed 60 miles of strengthened poles and covered powerlines in Lake County. An additional 60+ miles of this work is planned through the end of 2026. Once completed, these strengthened poles and covered lines will reduce wildfire risk by approximately 67%, and when used in unison with other wildfire safety tools, will achieve even greater risk reduction.

As part of this system upgrade effort, PG&E identified overhead lines in the Spring Valley area of Clearlake Oaks as a good candidate for this work. To complete one segment of this project, which will deliver significant wildfire risk-reduction benefits, PG&E must relocate an existing line in the project area onto Lake County property. Other factors would make it very difficult, or potentially impossible, to consider an alternate route. PG&E respectfully requests that the Lake County Board of Supervisors authorize a permanent easement modification to allow this important safety project to move forward. Approval of this easement will enable PG&E to complete planned overhead upgrade work, significantly reducing wildfire risk for residents in Clearlake Oaks and the greater Lake County community.
