Memorandum

Date:                                          April 8, 2025

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Glen March, Public Works Director

Subject:                     Adopt Resolution Authorizing (1) the Submittal of an Application, (2) Acceptance of an Allocation of Funds, (3) Execution of a Grant Agreement with the California Department of Transportation, for an Airport Improvement Program (AIP) Matching Grant

Executive Summary:

Improvements at Lampson Field Airport are typically paid using Federal Aviation Administration (FAA) Grant funds. FAA Grants require a local match.  Caltrans, pursuant to Public Utilities Code, Section 21683.1, provides local match grants of 5% of FAA Grants.

County of Lake (County) is seeking a FAA grant to conduct a wildlife hazard assessment study.  The study is used to determine if the design and construction of improved airport perimeter fencing is eligible for future FAA funding.

The County is also seeking additional FAA funds to complete the previously funded design of the Apron Pavement Rehabilitation Project. The airport apron is located south of the airport runway and is used for aircraft parking. After consultation with FAA staff, the County will phase construction due to concerns about the construction funding availability.  Additional funds are necessary to separate the work into two construction contracts.

The resolution is required each year that the County seeks the Caltrans’ grant to fund the local match of an FAA grant.
