Subject:                     Appoint Housing Program Coordinator Teresa Wold to Serve as Interim Program Manager at Step 1, Effective May 18, 2026

 

Executive Summary:

As your Board is aware, our Section 8 Program Manager position is vacant as of May 15, 2026.  We are in the process of transferring our Section 8 program to Regional Housing Authority, after which the Section 8 Program Manager position will be eliminated.  The transfer is anticipated to occur January 1, 2027.  In the interim, coverage is needed.  Teresa Wold, as supervisor over Section 8, has been assigned to cover an increased number of duties within her classification since the Program Manager position became vacant. Because the Housing Program Coordinator class is non-exempt and Program Manager is exempt, as per Lake County Personnel Rule 1604.7F and 905, Board approval is needed for this interim appointment.

 

In compliance with Lake County Personnel Rule 1604.7, Staff requests the appointment of Teresa Wold, Housing Program Coordinator, as Interim Program Manager at step 1, effective May 18, 2026. We have confirmed with Human Resources that Teresa is qualified to fill the position of Program Manager, step 1. 

 

905 INTERIM APPOINTMENT

 

The Board of Supervisors may appoint a current permanent employee to an Interim Appointment in a non-elective exempt service classification. Such assignment is considered a temporary assignment effective on a date, at a rate, and for a period determined by the Board. Employees who accept an Interim Appointment receive all of the benefits and rights associated with the classification to which they are assigned for the period of that Interim Appointment. Upon the conclusion of such Interim Appointment the employee returns to his/her original classification and status.

 

1604.7 WORKING ABOVE CLASSIFICATION

 

 F. Department Heads shall not authorize a non-exempt staff member to work above class in an exempt service classification. If the exempt service position allocation is vacant the Department Head may make a provisional appointment. In circumstances where the position is vacant but the exempt service allocation is not vacant, or when an immediate recruitment to fill a vacant exempt service allocation is not in the Department's best interests, the Department Head may request that the Board of Supervisors make an Interim Appointment to a non-elective exempt service classification.
