Subject:                     Approve Amendment No. 1 to the Memorandum of Understanding Between Lake County Behavioral Health Services and the Lake County Continuum of Care for Collaborative Applicant and Lead Agency Services and authorize the Chair to sign

 

Executive Summary:

 

On February 27, 2024, Lake County Behavioral Health Services entered into a Memorandum of Understanding with the Lake County Continuum of Care for Collaborative Applicant and Lead Agency services. This amendment adds provisions for LCBHS staff to conduct street outreach activities as part of the Encampment Resolution Grant awarded to the Lake County Continuum of Care by the California Department of Housing and Community Development.

 

Under this amendment, LCBHS will provide outreach to unsheltered individuals, coordinate encampment engagement and closure activities, provide referrals to housing and supportive services, and document services through the Homeless Management Information System (HMIS).

 

The amendment also establishes an estimated annual operational budget of approximately $58,000 for outreach activities, with an additional one-time estimated cost of $125,000 for vehicle acquisition and related equipment.

 

Approval of this amendment will allow LCBHS to formally carry out outreach activities funded through the Encampment Resolution Grant and support coordinated efforts to transition unsheltered individuals into stable housing.
