Subject: Consideration to Adopt Resolution Authorizing Execution of Program Funding Agreement and Participation in the Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1 - Launch Ready Grant
Executive Summary:
Lake County Behavioral Health Services (LCBHS), in partnership with Redwood Quality Management Company (RQMC), was awarded funding under the Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1 - Launch Ready Grant to support predevelopment and startup activities for the Lake Behavioral Health Center (LBHC). This facility will include a Mental Health Rehabilitation Center (MHRC) and an outpatient behavioral health and substance use treatment clinic, expanding essential service capacity for Lake County residents.
The County previously allocated $1,212,019.80 in Opioid Settlement Funds (OSF) as the required match for this project under Contract No. 24.25.48 (executed July 24, 2025). To finalize the grant award, the State requires the County to designate an official Legal Authorized Representative (LAR) and Legal Authorized Signer (LAS) to execute the Program Funding Agreement and all related documents.
The attached Resolution authorizes the LCBHS Director to serve as the County’s LAR and LAS for all purposes related to BHCIP Round 1. Approval ensures timely execution of required state documents, compliance with grant terms, and continued progress on the LBHC project.
No County General Fund impact is associated with this action.

Adopt the Resolution authorizing the Lake County Behavioral Health Services Director to serve as the Legal Authorized Representative (LAR) and Legal Authorized Signer (LAS) for the Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1 - Launch Ready Grant, and to execute the Program Funding Agreement and all related documents necessary to implement the grant.
