Executive Summary:

Attached for your approval is an agreement between the Lake County Water Resource Department (“LCWRD”) and the Hidden Valley Lake Community Service District (“HVLCSD”).  FEMA has released Fiscal Year 2024 funding Opportunities in the amount of six hundred million ($600,000,000) dollars. Eligible projects are Capability and Capacity Building (up to $6M), Localized Flood Risk Reduction (up to $420M), and Individual Flood Mitigation Projects (up to $120M).  LCWRD and HVLCSD both submitted Notices of Intent (NOI) for projects in the same area of Hidden Valley Lake. LCWRD and HVLCSD were contacted by FEMA and both agencies would like to submit a joint FMA sub application.

 

Both LCWRD and HVLCSD have agreed to utilize HVLCSD’s NOI for the sub application.  The project is for capability and capacity building. The “Stormwater Mitigation scoping Project” will increase resilience to flooding by developing a prioritized mitigation plan.  The first step includes the formation of partnerships to incorporate a community-wide mitigation strategy. Second, a feasibility study will consolidate all available data and modeling results and form the basis for a stormwater a Master Plan update. Consolidation of findings will prioritize mitigation actions including design specifications and a beneficial cost analysis

 

This item is not expected to be controversial and is proposed for consent agenda at the July 28, 2026 BOS meeting.
