Memorandum

Date:                                          February 25, 2025

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Pawan Upadhyay, Water Resources Director

Angela De Palma-Dow, Water Resources Coordinator

Subject:                     (Sitting as the Board of Directors Lake County Watershed Protection District) Approve revised Engineering Services Agreement for Staff Augmentation Services between the Lake County Watershed Protection District and Coastland Civil Engineering, LLP and authorize the Chair to sign the Agreement

Executive Summary:

On June 18, 2024 the Board of Directors of the Lake County Watershed Protection (BOD) approved an Engineering Services Agreement for Staff Augmentation Services between the Lake County Watershed Protection District and Coastland Civil Engineering, LLP. The agreement item that was approved had several small errors, that have since been corrected but require BOD approval before the revised agreement can be valid.

Coastland was selected from a competitive BID process when the Water Resources Department and Public Works Departments were still merged as a single department.  There currently is not an engineer within Water Resources and experienced engineering staff services are much needed for the department to complete significant stream and storm water design projects such as the Clover Creek Diversion Channel Sediment Removal Project.

Today we are asking for your approval of the revised services agreement, as attached.

Attached to this memo you will find:

1) The original approved and signed agreement from June 2024

2) The revised agreement with red line edits to indicate the specific revisions

3) The revised agreement with no red line edits.  We would kindly request your approval and chair signature on this third document.
