Subject:                     Presentation and consideration of the Housing Work Plan and Proposed Lake County Housing Trust Fund

 

Executive Summary:

The Housing Work Plan is structured into four primary focus areas: Housing Action and Implementation Plan, Housing Trust Fund creation, Prohousing Designation, and effective communication between community partners to increase and preserve housing supply throughout Lake County.  

 

With the assistance of a consultant and community participation, a Housing Action and Implementation plan will be created for your Board’s consideration.  The initial part of this process will be community engagement to obtain valuable input from community partners including an analysis of current conditions will be performed, identification of gaps analysis, creation of goals, the action steps to attain these goals as well as a comprehensive manual which is basically a “how to” manual to be used to administer the plan.  This manual will also identify funding sources and include all needed forms including legal instruments and documentation needed to implement the action steps.  Additionally, sites for housing development and rehabilitation for the full spectrum of types of housing will be identified.

 

The creation of the Housing Trust Fund (HTF) is another element of the work plan. 

The Housing Trust Fund will support and preserve housing projects.  The Housing Trust Fund will create a revolving funding source to allow for a funding match required to secure low-income housing projects or other gaps identified in the Housing Action and Implementation Plan.  Additionally, it will increase opportunities for low-income families and individuals to access decent, safe, and affordable homes.  Lastly, it provides flexibility over state and federal funding sources.  Funding sources will be identified, and a Board of Trustees will be created. The Housing Trust Fund will be managed by a Board of Trustees (with the make up to be determined) that will be comprised of seven to nine representatives from the County, Board of Supervisors, City Council, Tribes and public member representative(s).  The Board will then implement a prioritization system to ensure key goals are met with the adoption of a 5-to-10-year Capital/Project Plan.

 

The Prohousing Designation will allow the County of Lake to be more competitive in obtaining grants by obtaining additional points for grant applications once this designation has been achieved. Community Development and Housing will work closely together to work toward attaining this designation.

 

Lastly, a key component of the Housing Work Plan will be to continue to build partnerships with County, City, Tribal and community organizations within Lake County to use a collaborative effort to face the many housing challenges that Lake County is striving to overcome.
