Subject:                     Consideration of Agreement Between the County of Lake and Redwood Community Services, Inc. for Provision of the Lake County Wrap Program, Foster Care Program, and Intensive Services Foster Care (ISFC) Program for Specialty Mental Health Services for Fiscal Year 2025-26 in the Amount of $1,500,000.

 

Executive Summary:

Approval is requested for the Agreement between the County of Lake and Redwood Community Services, Inc. (RCS) for Fiscal Year 2025-26 for the provision of Specialty Mental Health Services (SMHS) through the Lake County Wrap Program, Foster Care Program, and Intensive Services Foster Care (ISFC) Program. These programs provide intensive case management, therapeutic interventions, and coordinated care to Medi-Cal eligible foster youth and high-risk children and adolescents under the age of 21.

Program Impact:
In Fiscal Year 2024-25, fifty-eight (58) unduplicated beneficiaries received services under this agreement. Six (6) individuals successfully completed treatment or discharged. A total of 4,289 distinct SMHS encounters were delivered-primarily individual rehabilitation services, followed by therapy and targeted case management. This reflects appropriate utilization consistent with medical necessity standards outlined in BHIN 21-073 and BHIN 22-019.

Procurement Background:
Redwood Community Services has provided SMHS under contract with the County for several years. The County last issued a formal Request for Proposals (RFP) for these services in 2022, covering FY 2022-23 through FY 2025-26 in accordance with the Lake County Purchasing Ordinance (Article IX of Chapter 2 of the Lake County Code). Pursuant to Section 2-38.4(a), a formal competitive process was conducted, and RCS was selected through that process based on qualifications, program performance, and capacity to meet DHCS requirements for foster youth programs.

Regulatory and Contractual Requirements:
The proposed contract is governed by and compliant with:

                     California Welfare & Institutions Code § 14184.402(d) - Mandates medically necessary SMHS for beneficiaries under age 21 per EPSDT entitlement.

                     CCR, Title 9, § 1810.435 - Requires review of provider qualifications at least every three years.

                     CCR, Title 9, §§ 1810.227, 1810.249, and 18360.05 - Defines scope of SMHS, case management, and therapeutic foster care.

                     BHIN 21-073 & BHIN 22-019 - Guides eligibility criteria, documentation, and medical necessity under the CalAIM framework.

                     42 CFR § 438.230 & 438.608 - Establishes federal standards for provider oversight, program integrity, and compliance monitoring.

The contract ensures adherence to all applicable federal and state laws, including HIPAA, the Deficit Reduction Act, and the County’s contractual obligations under its Medi-Cal Mental Health Plan.
