Subject:                     (a) Waive the Competitive Bidding Process Pursuant to Exemption 38.2(2); and (b) Approve Agreement Between the County of Lake and PlaceWorks for 7th Cycle Housing Element Preparation, in the Not-to-Exceed Amount of $247,100 and authorize the Chair to sign

 

Executive Summary:

 

California law requires that every City and County to adopt and maintain a Housing Element

(Government Code 65580-65589.11). The County of Lake Housing Element establishes the

County’s policies, programs, and strategies for addressing existing and projected housing needs

and must be reviewed by the California Department of Housing and Community Development

(HCD) for substantial compliance with State law. The County of Lake’s 7th Cycle Housing

Element period is from August 2027 through August 15, 2035 and must be submitted by the

August 15, 2027 deadline.

 

Maintaining a compliant Housing Element is important to the County of Lake’s ability to remain

eligible and competitive for certain State funding opportunities. Housing Element Compliance

also provides the County with a clear and legally defensible framework for land use and housing

decisions. The Regional Housing Needs Allocation and the Housing Action and Implementation

Plan will provide a foundation for the upcoming Housing Element. The Housing Element is

comprehensive and multi-faceted and will require a substantial amount of time to complete.

 

The Housing Element is a component of the General Plan. Accordingly, Placeworks was

selected, pursuant to exemption 38.2(2), based on the firm’s existing knowledge and familiarity

with Lake County and its General Plan.

 

Therefore, staff recommends your Board: (a) Waive the competitive bidding process, as

described herein; and (b) approve the Agreement between the County of Lake and PlaceWorks

for the 7th Cycle Housing Element Preparation, in the not-to-exceed amount of $247,100.00.
