SUBJECT:                      (Sitting as the Lake County Sanitation District, Board of Directors) Approve Resolution Appropriating Unanticipated Revenue to Budget Units 8351, Lands End/South Lakeport Sewer and 8354, Lake County Sanitation District Southeast for 2017 Winter Storm Expense Reimbursements

 

EXECUTIVE SUMMARY:

                                          

In January, February and March 2017, winter rain storms caused significant flooding and damage to the region. All sanitary sewer systems were overloaded. In an effort to support neighboring wastewater districts and avoid further destruction due to sanitary sewer overflow, we accepted, treated and disposed of wastewater from other independent wastewater districts even though we were exceeding our own capacity limits. Hidden Valley Lake Community Service District (HVLCSD) trucked in 1,374,500 gallons during the storm. HVLCSD has received FEMA/CalOES reimbursement for their costs of emergency prevention measures which included the costs of sewer disposal by Special Districts.

HVLCSD has submitted the full payment of $302,390 for these costs. As the status of this reimbursement was not known at FY Budget 17/18 submittals, this reimbursement was not included in the budget.

Special Districts is requesting the Board of Directors appropriate the said unanticipated revenue to Fund 251, Budget Unit 8351, account 783-23.80 and Fund 254, Budget Unit 8354, account 783-23-80 to be used to offset unreimbursed 2017 storm related costs and anticipated future storm related costs and mitigation measures.
