SUBJECT: Approve Agreement between the County of Lake and Management Connections for Temporary Clerical/Analyst and Appraiser Aide Personnel in the Assessor-Recorder’s Office in an amount not to exceed $180,000 and authorize the Chair to sign.
EXECUTIVE SUMMARY:
I am requesting approval of the temporary agency contract with Management Connections.
The purpose of this contract is detailed below:
• The temporary workers utilized will perform a physical characteristics project to scan using an Optical Character Recognition (OCR) process every property record within the Assessor’s office, as well as research and input the property characteristics for the same within the property tax program. Accurate physical property characteristics is a crucial criteria in assessing property efficiently and effectively.
• This project is funded through the SSCAP state grant program and the corresponding matching county funds. This grant is provided to allow Assessors’ offices to improve their processes and efficiencies with regards to property tax assessing. The grant is given yearly. The grant is not continual and funds not used will reduce the amount able to be requested in the following year.
• Since the nature of the funds provided are temporary in nature and one time, it is appropriate to hire temporary workers to perform this project. The temporary workers will being performing specific tasks for a concentrated time frame. The office does not currently have the resources to dedicate the workers to concentrate only on this needed project.
• Project expected to be completed by December 31, 2020.
