Subject: Approve Amendment One to the Agreement between the County of Lake on behalf of CSA-02, Spring Valley and Anchor QEA, LLC for Engineering and Design Services for the Spring Valley Lake Recovery Project for an Increase of $134,351.00 to the Contract Amount.
Executive Summary: On August 24, 2021, Special Districts entered into an Agreement with Anchor QEA, LLC for Engineering and Design Services for the Spring Valley Lake Recovery Project in Lake County, CA.
Staff have identified five scope of work tasks that are necessary for project completion, that were not identified in the current agreement’s scope of work.
Task 1 is the design of a repair or replacement of the existing dam drain valve. The drain valve has not been operated in recent memory and there is uncertainty that it will function, and if it does there is concern that if it is opened, it may not be able to be closed again. A functioning drain valve will allow for more operational flexibility. Per our current domestic water permit, if the lake is not spilling over the dam spillway, then we have to compensate Yolo County Flood Control and Water Conservation District for water used from Cache Creek. With a functioning dam valve drain we would have the ability to release an amount of water equal to what we are using from Cache Creek and avoid having to pay for it. Having a functioning dam drain valve will allow Special Districts to drain the lake if it is ever needed in the future.
Task 2 is the design of the demolition of the existing restroom at the north end of Spring Valley Lake. This task was not included in the original scope and the proximity of the restroom, septic tank and leach field are too close to the lake to be used, necessitating its removal and abandonment.
Task 3 is the design of a retaining wall for the material haul route around the east end of the dam. The retaining wall is needed to avoid the east end of the dam, and avoiding any consultation with and approvals required by the Division of Safety of Dams, which would result in delays to the project.
Task 4 is a geotechnical investigation of the sediment deposits in the existing lake. To date there has not been an accurate, documented quantification of the nature and extent of the lake deposits. The subsurface investigation will help define and delineate what is in the lake. This will help in identifying disposal options, determining the estimated quantities of potentially marketable material, and more accurately estimate the overall project cost. Laboratory tests will be performed on the lake deposits to determine if there are any hazardous contaminants, as well as to determine the nature and physical properties of the material. Three of the nine proposed borings will be converted into groundwater monitoring wells that will be used to monitor groundwater levels during construction, and will be used to design the project dewatering system.
Task 5 provides for additional identification of key site features. The ongoing design has revealed the presence of features and structures that appear to extend beyond some private property lines. To better describe and determine the impact of these features additional time in the field will be required to identify, locate and describe these features. Additional time in the field is also needed to identify, describe and locate features near excavation locations. These features include, fences, gates, overhead utility lines, utility poles, guy wires, concrete and asphalt surfaces, gravel roads and features such as playgrounds, baseball fields, parking lots, etc.
Engineering design is fully funded by an IRWM (Integrated Regional Water Management) grant. Attached for your approval is Amendment One to the Agreement for Engineering Design Services with Anchor QEA, LLC, in the amount not to exceed $134,351.00, with the revised total agreement amount not to exceed $563,808.00.
