Subject: Consideration of a Letter of Commitment for the “Habematolel Pomo of Upper Lake’s Grant Application for a Community Resilience Center Program Round 2 Implementation Grant Application
Executive Summary:
The Habematolel Pomo of Upper Lake (HPUL) is submitting a collaborative grant application to the California Strategic Grown Council’s Community Resilience Center Implementation Round 2 Grant Program that will leverage funding they received from Congressman Mike Thompson who successfully championed a $3.15 million HUD Community Project Funding award to support construction of a Tribal Community Center for HPUL.
In addition to providing a Community Resilience Center for the Tribe, once completed, the facility will provide emergency systems, backup power, kitchen and hygiene infrastructure, outdoor cooling features, and operational capacity the center needs to open as a fully functioning resilience and emergency response shelter serving both Tribal and non-Tribal residents.
The grant application supports the partnership between HPUL, the County of Lake, and the American Red Cross and represents a collaborative approach to community resilience to meet the day-to-day needs of the HPUL community, and during extreme weather or declared emergencies, the general public as well.
When funded, this project will:
• Combine Tribal leadership, local government coordination, and emergency preparedness expertise,
• Serve as a cooling and warming center during extreme weather events for the Tribal community and general public,
• Activate the center during declared emergency events to serve as an American Red Cross-approved shelter in the Northern portion of Lake County for the general public and Tribal communities, which this area of Lake County currently lacks;
• Be staffed and sustain year-round programming to serve the Tribal community.
