Subject: Approve the Qualified List from the Request for Qualifications for On-Call Construction Management Services, and Approve the General Services Agreements with GHD, MGE Engineering, Inc., and Ghirardelli Associates, Inc
Executive Summary:
In November of 2025 the Public Works Department solicited a Request for Qualifications (RFQ) for professional construction management services. The general scope of work requested was for services in support of construction management of County Department of Public Works Projects. Examples of services include full range of construction project management, construction oversight, inspection, project close out services, and other related tasks. There were no specific projects intended for the solicitation; rather, the objective was to establish a list of firms most qualified to complete the type of services requested, with the intent of entering into a general services agreement with each firm that defines the general terms and conditions, and future supplemental service agreements to be executed as County needs arise.
Public Works received eight responses to the RFQ. A selection committee reviewed the responses in accordance with the County’s policy for review and selection of professional consultants, as well as the Caltrans Local Assistance Procedures Manual, and ranked GHD, MGE Engineering, Inc., and Ghirardelli Associates, Inc. as the top three most-qualified firms. The qualified list is based strictly on the requirements and criteria of the County’s RFQ and does not in any way reflect judgement of any responding firms’ capabilities to perform work outside of this specific solicitation. The County may use the resulting list for contracts, depending on project priorities and available funding. The general services agreements with each firm are set for a term not to exceed five (5) years.

Recommended Action:
Staff recommends Board’s approval of the “Qualified List - Construction Management Services” and the General Services Agreements for On-Call Construction Management Services with GHD, MGE Engineering, Inc., and Ghirardelli Associates, Inc., and authorize the Chair to sign the agreements.
