Subject:                       EXTRA ITEM: (a) Consideration of “extra” agenda item, and

(b) Consideration of First Amendment to Memorandum of Understanding (MOU) between the Lake County Sanitation District and Earth Foundries, Inc. for Operations and Placement of a Mobile Pyrolysis Unit (Carbonizer) in Middletown

 

Executive Summary:

 

(a)                     This item is being submitted as an “extra” agenda item.  The justification for this request to consider an item not on the posted agenda is as follows:

 

This item came to my attention subsequent to the posting of the current agenda and there is a need to take action before the next agenda.

 

(b)                     The Lake County Sanitation District (LACOSAN) approved the MOU with Earth Foundries, Inc. on June 18, 2024, for the operation of a Mobile Pyrolysis Unit Processing Program (Project), on LACOSAN-owned property. The project includes operation of one carbonizer unit, and one ACI incinerator. Given the magnitude of the wood waste to be processed, and the quickly approaching end of burn season (May 1, 2025), Earth Foundries, Inc has secured a second carbonizer.

 

The MOU authorizes the use of a single carbonizer. This first amendment to the MOU adds a second carbonizer unit. All terms and conditions of the MOU will remain in                     effect.
