Memorandum
Date: February 11, 2025
To: The Honorable E.J. Crandell, Chair, Lake County Board of Supervisors
From: Jessica Pyska, District 5 Supervisor
Terre Logsdon, Chief Climate Resiliency Officer
Subject: Consideration of the Lake County Community Risk Reduction Authority "Tree Mortality & Forest Health Task Force Subcommittee" to be transferred to the Lake County Board of Supervisors as the acting Authority
Executive Summary:
The Lake County Community Risk Reduction Authority (LCCRRA) created a subcommittee, the Tree Mortality & Forest Health Task Force, to investigate and address the extensive tree mortality in Lake County caused primarily by wildfire, drought, and insect damage. This task force is an agency-only meeting that reports out on projects, programs, and plans to address tree mortality.
The subcommittee recommended to the LCCRRA Directors to bring to the Board of Supervisors a resolution proclaiming the existence of a local emergency due to pervasive tree mortality, which was adopted by your Board on May 3, 2022. The Board of Supervisors requested California Disaster Assistance Act funding from CalOES on July 25, 2023. The LCCRRA discussed moving the task force under the purview of the Board of Supervisors. However, this item was never brought to your Board for consideration.
Agencies invited to attend the Task Force include:
• Agricultural Commissioner
• Big Valley Band of Pomo Indians
• Board of Supervisors
• Bureau of Land Management
• Cal Trans
• CalFire
• Clear Lake Environmental Research Center
• County of Lake Administration
• County of Lake Public Services
• County of Lake Public Works
• County of Lake Special Districts

• North Coast Opportunities
• Northshore Fuels Crew
• Pacific Gas & Electric
• Red Bud Audubon Society
• Robinson Rancheria Band of Pomo

Once the local emergency due to pervasive tree mortality is rescinded and dead and dying trees posing a hazard to public infrastructure is no longer an issue, the task force may be disbanded.
