Memorandum

Date:                                          June 23, 2026

To:                                          The Honorable Brad Rasmussen, Chair, Lake County Board of Supervisors

From:                                          Lars Ewing, Public Works Director

Subject:                     Consideration of Resolution Adopting a List of Projects for FY 2026/2027 funded by SB 1:  The Road Repair and Accountability Act of 2017

Executive Summary:

The Road Repair and Accountability Act of 2017 (SB1) provides ongoing funding to cities and counties for the maintenance, rehabilitation, and improvement of local streets and roads. Pursuant to Streets and Highways Code Section 2034, the County is required to annually adopt and submit a list of projects proposed to receive SB1 funding before funds may be allocated by the California Transportation Commission. For Fiscal Year 2026-2027, Lake County anticipates receiving approximately $4,059,648 in SB1 Local Streets and Roads Program funding.

The attached resolution identifies the projects proposed to receive SB1 funding during Fiscal Year 2026-2027. The projects are consistent with the County's pavement management, bridge maintenance, and transportation infrastructure priorities and may include pavement rehabilitation, bridge improvements, roadway preservation activities, design, environmental, and construction-related work.

Adoption of the project list satisfies the annual statutory requirement necessary for the County to remain eligible to receive SB1 funding. The proposed list may include projects that are also candidates for future state or federal grant funding and reflects the County's ongoing efforts to maximize available transportation funding resources.
