Subject:                     9:45 A.M. - Public Hearing - Review and Consideration of Ordinance Amending Article XXVII of Chapter 2 of the Lake County Code to Address Membership of County of Lake Health Services in the Existing Partnership Health Plan of California Commission

 

 

Executive Summary:  On November 28, 2023, a presentation by Partnership Health Plan Regional Director Lynn Scuri included highlights of the Partnership Health Plan expansion and a request to amend ordinance to reflect a change in their membership by-laws.

 

The amendment(s) include the following changes in bolded italics:

 

“Sec. 2-195.                     Membership of Commission.

Commission representation shall be based on the number of Medi-Cal beneficiaries enrolled in the HealthPlan in that county as follows: one commissioner per zero to forty-five thousand beneficiaries; two commissioners per forty-five thousand and one to sixty thousand beneficiaries; three commissioners per more than sixty thousand and one beneficiaries.

 

“Sec. 2-196. Term of Office

The initial term and all terms thereafter for the Commissioners shall be for four-year periods. Nothing herein shall prohibit a person from serving more than one term. Each Commission member shall remain in office at the conclusion of that member’s term until a successor member has been selected and installed into office. An office shall become vacant if a board member discontinues to function in the area from which appointed, or fails to attend three meetings in a row of the Commission.”

 

Section 4:                     

This ordinance shall take effect on the ______ day of ________, 2024, and before the expiration of fifteen days after its passage it shall be published at least once in a newspaper of general circulation in the County of Lake.
