Subject: Approve the MOU between LACOSAN and the South Lake Fire Protection District, and the California Department of Forestry and FIre Protection for operations and placement of an Air Curtain Incinerator in Middletown at the west end of the Middletown Wastewater Treatement Plant and Authorize the Chair to sign the MOU.
Executive Summary: Currently SLCFP/CalFire have an Air Curtain Incinerator located in Cobb on private property as part of a program to reduce fuel loads throughout the area. The site is relatively small which hinders efficient operations of the facility. The proposed location on District property is located off of a State Highway which provides good access, and the site is about 4 times larger providing ample room for public dropoffs, ease of ingress and egress, and sufficient space for staging and operations. Additionally, having the site located on public property will provide greater stability for the operation. The MOU for your consideration has been subject to review from all parties and has been approved by County Counsel. Staff requests that your Board approve this MOU and authorize the Chair to sign it.
