Memorandum

Date:                                          May 13, 2025

To:                                          The Honorable Eddie Crandell, Chair, Lake County Board of Supervisors

From:                                          Susan Parker, County Administrative Officer

Terre Logsdon, Chief Climate Resiliency Officer/Tribal Liaison

Subject:                     a) Rescind Resolutions No. 2025-35 and 2024-34, Resolutions Approving an Application for Funding and the Execution of a Grant Agreement and any amendments thereto from the 2023-2024 Funding Year of the State CDBG Mitigation Resilience Infrastructure (MIT-RIP) Program; and b) Adopt corrected Resolution Approving an Application for Funding and the Execution of a Grant Agreement and any amendments thereto from the 2023-2024 Funding Year of the State CDBG Mitigation Resilience Infrastructure (MIT-RIP) Program

Executive Summary:

The purpose of MIT-RIP is to assist local jurisdictions with mitigation-related infrastructure needs to support risk reduction from the three primary hazards (wildfire, flooding, and earthquake). MIT-RIP Projects must meet the HUD definition of mitigation, “activities that increase resilience to disasters and reduce or eliminate the long-term risk of loss of life, in-jury, damage to and loss of property, and suffering and hardship by lessening the impact of future disasters.”

A Public Hearing was scheduled before your Board on March 26, 2024, for consideration of a Resolution approving an application for funding and the execution of a grant agreement and any amendments thereto from the 2023-2024 funding year of the State CDBG Mitigation Resilience Infrastructure (MIT-RIP) Program.  The County of Lake had been allocated an amount not to exceed $2,346,659.90. There was no County match of funds required.

On April 8, 2025, an amended resolution was presented to your Board for consideration to correct a missing section from the original resolution. Upon adoption, CDBG staff notified staff that the resolution submitted contained an error with formatting in Section 4 & 5.  Before your Board today is the corrected resolution to be submitted for the funding and execution of grant documents, as requested by the legal counsel of HCD.  The previously adopted resolutions for the execution of this Grant Agreement will be rescinded.
