Date:                                          August 8, 2023

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Crystal Markytan, Director, Social Services

Subject:                     Approve Contract between the Lake County Department of Social Services and Lake Family Resource Center for Differential Response Services in the amount of $75,000 per fiscal year from July 1, 2023 to June 30, 2026, and authorize the Chair to sign.

Executive Summary:

Lake County Department of Social Services, Child Welfare Services, has had several contracts for Differential Response (DR) since 2007. DR services are community-based preventative activities designed to alleviate stress and to promote competency and behavior that will increase the ability of families to successfully nurture their children, to enable families to use other resources and opportunities that are available in the community, to create supportive networks that enhance childrearing abilities of parents, to help compensate for the increased social isolation and vulnerability of families in an attempt to prevent entry or reentry with child welfare services. The contract for families with children 0-5 years of age had been granted to Lake Family Resource Center (LFRC) in the past. LFRC served 86 children and 48 parents, a total of 39 families during FY 22-23. LCDSS completed a Request for Proposal, which closed on May 15, 2023 which allowed for two entities to contract with LCDSS for DR Services.  LFRC was the only agency to submit a proposal for families with children 0 to 5 years of age and therefore LFRC was selected to provide DR to these families.
