Memorandum

Date:                                          October 27, 2026

To:                                          The Honorable Lake County Board of Supervisors

From:                                          Rachael Dillman Parsons, Social Services Director

Subject:                     Approve First Amendment to Contract between County of Lake and Public Consulting Group, Inc., for the California Outcome and Accountability Program (Cal-OAR), in the amount of $283,360.00, for the term of October 1, 2022 to July 31, 2027, and authorize the Chair to sign.

Executive Summary:

In 2022 the Lake County Board of Supervisors approved an agreement between Public Consulting Group, LLC. and Social Services for the provision of the Cal-OAR program. This reinstated Cal-OAR program (Assembly Bill 135, Ch. 85, statutes of 2021) established a local, data-driven program management system to facilitate continuous improvement by evaluating 51 performance measures over time, in order to identify best practices and opportunities to critically examine long-term outcomes and engagement of clients.  The program is based on a 5-year repetitive cycle, which includes a County Self-Assessment, Stakeholder Peer Review, a System Improvement Plan and regular progress reports to California Department of Social Services (CDSS).

Public Consulting Group, Inc. was selected in 2022 through a Request for Proposals issued by Social Services

Due to a funding increase from CDSS, this Amendment increases the maximum allowance by ($34,000.00) for a total of two hundred eighty-three thousand three hundred and sixty dollars ($283,360.00).
