Subject:                     Consideration of Proposed Formation of Eight Local Area Plan Advisory Committees (LAPACs) to Support the “Lake County 2050” Update Process

 

Executive Summary: At the February 27, March 12, and March 26, 2024 meetings, the Board appointed 15 members to the General Plan Advisory Committee (GPAC). These members are residents of different areas of Lake County, selected for their particular areas of specialty. The original Scope of Work included their advisory oversight of both the General Plan and the eight Local Area Plans. 

 

Considering the community focus of each Planning Area, Staff requests the Board consider establishing advisory committees for each of the Local Area Plans. The benefit of forming these committees would be to further assist ongoing efforts to gather input from the residents and businesses in each of these planning areas. Updating the Area Plans while also updating the General Plan is an ambitious endeavor; and it is crucial to the effort to achieve community buy-in with the Local Area Plans. Community-specific advisory committees would be valuable for this goal, which would then also support consistency of the Local Area Plans with the General Plan. LAPAC meetings could be scheduled prior to the GPAC meetings which included review of the area plans, both in Draft and Final versions. The LAPAC recommendations would inform the GPAC, and both sets of recommendations would be presented to the Board for its consideration of the various documents.

 

Staff is aware of the additional demand on existing departmental resources to manage the logistics of the additional meetings, and if the Board supports the establishment of the additional advisory committees, will seek ways to integrate the new groups into the existing project timeline. All other areas of public outreach, including but not limited to attendance at community events, Neighborfests, surveys both in-person and online, and Stakeholder meetings will also continue to as planned.

 

Should the Board support the creation of these local advisory committees, Staff recommends a total membership of no more than nine members, with the following areas of specialty:

Recommended Action:  Staff recommends the Board establish eight Local Area Plan Advisory Committees (LAPACs), and direct Staff to advertise for LAPAC vacancies.
