Subject:                     (a) Approve Amendment One (1) to the Agreement between the County of Lake and Mountain G. Enterprises Inc. (MGE) for consulting services related to the development of an application to the USDA for grant funds, and authorize the Chair to sign the Agreement, and (b) Authorize the application to USGS for grant funds

 

Executive Summary:

On November 8, 2022, your Board approved a contract with Mountain G. Enterprises (MGE) for the development of an application to the State Office of Emergency Services (CalOES) for funding of a county-wide hazardous tree removal project that would address hazardous trees adjacent to County roads.  During the development of this application, staff became aware of a potential Federal grant through the United States Department of Agriculture (USDA) that could be used towards the match requirements of the CalOES grant.  Today’s item is for your Board’s consideration of a proposed amendment to the agreement with Mountain G. Enterprises, Inc. for the development of a grant application to the USDA.

 

Mountain G. Enterprises Inc. has been working closely with staff over the past few months on the development of the CalOES grant application.  One issue that is limiting the scope of the proposed project is the 25% match required by the state for their grants. Staff became aware that the USGS has a grant program that can potentially be used for the State match, which would allow a larger scope for the State grant.  MGE is familiar with the USGS grant, and much of the information they are preparing for the State grant can be used for the USGS application.  Their proposal includes a two-part approach to the USGS grant, which includes: 1) a thorough review of the grant requirements to be assured the funds can be used as matching funds for the State grant, and 2) upon confirmation the funds can be used as a match, prepare an application for the USGS grant.  The amendment is attached for your information.   

 

Because time is of the essence, staff is recommending that your Board approve the submittal of an application to USGS for grant funds, in accordance with County policy, should it be determined that the funds can be used for local match of the State grant.  The USGS grant is a dollar-for-dollar match, so the County will still be required to provide matching funds to the State grant, but that contribution would be matched by the Federal funds, and your Board will get an opportunity to approve or deny that amount should we be successful with the State grant.
